Fiscal policy has great potential to redress the problems of poverty and inequality in Latin America. But realizing this potential requires conducting fiscal policy based on human rights, whose international and regional norms oblige states to generate and deploy the maximum of available resources in a manner that is equitable, sufficient and non-discriminatory, with the ultimate goal of achieving the full realization of these rights. This thematic session will provide information and evidence of the way fiscal policy in the countries of the region affects human rights, and will propose new measures to promote accountability for fiscal matters within the framework of the Inter-American System of Human Rights.
